Anyone know of a GOOD pattern host i can achieve that is to say cheap and have a site builder?
For like say around 10 dollars a month or so? I am making my first site and i want a good site builder next to it too don't want no gay backgrounds

As a few have said, Hostgator is the best. I've been using it for a while. There is a demo of their HTML site builder on their website http://tinyurl.com/hgplans You can try it out.

However, HTML/CSS by itself isn't fantastic (great way to start though!). I've personally never used website builders as in WYSIWYG editors as they mess up the code seriously.
If I were you, I'd muck around with coding the HTML/CSS - it's pretty easy (just be long-suffering with it). Then you might move up to using something like Wordpress (which you can auto install through cPanel at Hostgator - see here: http://hostgator-review.info/2010/10/cre¡ ).
If you were a short time ago making a site for yourself and didn't want to learn design/development you could just use Wordpress and buy yourself a template or get one made for you or modify one :-)

The tool is also pretty easy to use, i would recommed it its the first time you are building a website. It costs me about $10 for a deluxe justification, you should check it out.

I agree with colanth you obtain what you pay for with website designing...the reason why nearby more expensive cause theres alot of long labor hours put in to designing a good solid website...if you want cheap all right then thats all you will get is a cheap layout and cheap graphics ect.
