It depends on what type of site you want to set up. Are trying to create an online shop? I knew a little bit roughly web design (some HTML and CSS) before set up my own site, and it definitely help.
I use Evohosting (http://www.evohosting.co.uk/), and I think they made it a lot easier. They give you a bunch of applications for free resembling Magento, Joomla, Wordpress, etc, and those applications definitely make creating your site a lot easier. Magento's great if you're doing a shop, and Joomla is a content regulation system. With Joomla, you don't have to know a lot about net design to create a site; it's easy to add articles and modules and format everything on the site.
I don't have a steadfast server, but I'm pretty sure Evohosting offers them. Maybe just send them an email relating them what your situation is, and they can give you some guidance. You might not actually need a steadfast server -- most people don't. If you're worried about security , next maybe you should consider just doing a shared hosting plan with an SSL certificated added on.
Best of luck to you and your site! I know it's somewhat scary starting out, so I hope Evo can help you like they help me!
IMPORTANT:
Before you decide on your perfect hosting, you need to clutch a look at this:

There are few basic things you should know:
1. login and logout from your server admin
2. FTP handling
3. basic HTML
User CMS they breed your work more easy
Well, it depends on a couple of things.
1) Are you going to pay for it. If so they usually have lots of features that are user friendly that anyone can do.
2) If you aren't going to salary for it than there's lots of tutorials on how to. Again there are sites that are user friendly and you can easily create one, or you can do it the advanced way, which requires HTML expertise, SQL and PHP knowledge.
3) If you are going to do it the advanced way here's what you need:
http://www.wampserver.com/en/
This is the server.
http://www.w3schools.com/
This site is great to swot any web based programming language.
http://www.wampserver.com/en/presentatio¡
This is the tutorial for the wamp server.
There will probably be little problems along the channel but just Google them and it will help. One of my problems was that I couldn't access my site because I have a router that had a feature that restricts access from the same IP, I in recent times use a proxy for my server.
Then after you've got all that, you can do either of two things:
1) Set up a DNS so family type in that address to get to your website:
www.dyndns.com/
This is a great website for that.
2) Give them your ip:
http://www.whatismyip.com/
I hope this helps and doesn't return with you too blown away. I know that it is a lot of information, but it is required. Hope you have fun with it.
